With the existing housing stock in the UK being particularly energy inefficient, the UK GBC has recently released a proposal for a 'Pay As You Save' scheme where the cost of refurbishment to improve efficiency can be spread over a long period and will be charged against the property so it can be passed from one owner to the next. The idea is to pay less for the finance than you save in energy bills.
